
HUD review lauds agency as High Performer
In 2009, HUD conducted a Real Estate Assessment Center (REAC) review of our federal properties. This extensive review of the condition of our apartments, common areas, grounds and buildings confirmed that our properties were being maintained to HUD's high standards. The Brockton Housing Authority received its highest scores ever and was recognized as a High Performer. This accomplishment was achieved through the hard work of the Maintenance Department working in conjunction with asset managers who together developed a new management system that stressed constant attention to REAC standards.
HUD also conducted a Section 8 Management Assessment Program (SEMAP) review in 2009. This review of BHA policies and performance in managing the Section 8 program (which provides rent subsidies to low-income and developmentally disabled families and individuals) indicated an extremely well-run program that earned the agency a High Performer designation for the fifth year in a row. Using a points system, the extensive standardized review measured the performance of our agency in 14 areas such as proper selection of applicants from waiting lists, sound determination of reasonable rents, accurate verification of family income and timely housing inspections.
Achieving High Performer status often means national recognition by HUD as well as competitive advantage when applying for additional federal monies. Furthermore, this designation confirms that the Brockton Housing Authority is an excellent steward of the resources entrusted to it by the public.
